Janine K. Jeffery was born in Rome, New York, on July 10, 1959.

She attended the University of California, San Diego, and graduated from the University of California, Irvine [BA, 1980] and from the University of Southern California Law Center [order of the coif, 1983]. She was a Hale Moot Court competitor. She is a member of the State Bar of California.
